Alternate 'shell' for Commodore computers using the same kernel

CBM Basic is the default 'shell' for Commodore computers. It allows to write code and load/save programs.

Is it there any 'shell' that is disk oriented like what DOS is? A sort of BASH but for Commodore computers, that would let the user navigate the disks and run .PRG files just like if they were .EXE files, and also with commands like CP, MV, RM... but using the same kernel CBM BASIC does. With that shell in ROM instead of CBM Basic, I think more memory would be available to the user and CBM Basic itself could be a program the user would run, allowing to run other programming languages instead.
