I think a better option would be to start from standard basic+kernal,
take out the tape code and hook into ?SYNTAX ERROR handling.

Any internal commands like RM, MV, DIR would be implemented like _at_
commands in jiffydos. Anything else you'd look for a PRG with that name
on the disk.
