Well... Basically, a cli does that, doesn't it? There are some basic commands like those of standard file management, and the rest are programs run by the user, that can be additional utilities or directly, applications.

This situation reminds me when many MS-DOS programs relied on BIOS calls for many things. The kernal+CBM Basic combo seems to be a sort of that: without them many programs just won't run.

But AFAIK, most of games and programs that rely custom, faster tape and disk routines just switch off 'the combo' and use the hardware just as their will.. doesn't them?
