I read the comments that such an OS should be able to run PRGs and
therefore the OS must contain certain ROM routines like STROUT. My
question: is that a must? Who can tell which PRG does call what ROM
routine? To make sure that you can run every PRG you would have to
provide access to the original ROMs in some way or to copy it to the
RAM under the ROM.
If the OS supports the REU or GeoRAM, things would look different.
But I still would say: support native files and executables in the
first place. If one wants to run PRGs inside this OS, first load a
loader that provides the needed ROM routines in one or another way
and let that loader load the PRG and run it.

Just my opinion....
