You're absolutely right, it is only 4 MHz. I already thought something was
wrong but couldn't pay attention to it.

If possible, I connect PHI2 always to the last decoder. Another reason I use
573's is that they are level sensitive, not edge. This can give you a gain
of a few nanoseconds. Until now I haven't had any troubles with this
concept.
