I think this narrows down the problem to the power supply, CPU, ROM
or VIA. Well, not too narrow...

And I think you're right. If you look at the schematics on funet,
http://www.funet.fi/pub/cbm/schematics/computers/pet/univ2/
you'll see that the empty sockets are for ROMs:
Socket Function Type Address
UA3 Characters 2316 or 2332 N/A
UD7 Editor 2316 E000-E7FF
UD11 Expansion 2 2332 A000-AFFF
UD12 Expansion 1 2332 9000-9FFF
Funet has the necessary ROM images:
UA3:
http://www.funet.fi/pub/cbm/firmware/computers/pet/characters-2.901447-10.bin
UD7:
http://www.funet.fi/pub/cbm/firmware/computers/pet/edit-4-80-b-50Hz.901474-04.bin
http://www.funet.fi/pub/cbm/firmware/computers/pet/edit-4-80-b-50Hz.901474-04-3681.bin
http://www.funet.fi/pub/cbm/firmware/computers/pet/edit-4-80-b-50Hz.901474-04%3f.bin
Nope, don't know which one's the best :) These are all for 50 Hz
machines and you're in the UK aren't you?
