Yes, but the data shows up at the expansion port as well. When _reading_
this area, the PAL enables ROML presuming EXROM is (L). When writing this
area ROML is kept (H) to avoid busclashes. But what hinders you to make your
own $8000/9FFF decoder for writes? I made an ROM-emulator using this
principle.

I hope this is enough explanation. If not, I'm willing to give more details.
