Look at the code in the DOS wedge.  It opens the file "$" and reads
stuff in to format it without ever touching the BASIC load routines.

There are commented disassemblies of disk drive code out there, in
printed form, at least.  "Inside the 1541" is one of the books I've
used in the past.
