No, if the connection from the line to the transformer is wrong connected, you put the full line voltage to a winding for only 20V. (At many european transformer you can switch the line voltage from 220V to 240V.) So the fuse must be blown. If you connect the primary voltage at the right pins to the transformer, all is okay.
