explains it all. The old PET had the board with max 8k and 2k ROM chips
(either Commodore 6540 or standard 2316) 
The newer ones have 4k ROMs, and are expandable to 32k RAM.

The FAT40 is a 8032 with a "universal" board, configured to produce
40 columns instead of 80. They did this so they needed to produce
only a single board but were able to do 4032 _and_ 8032 models with it.
