Of course not - I know I'm not the first one to use a simulated C64
screen as a home page. From a usability point of view it's actually
pretty horrible, but wth - it's just for fun :)

Flash and Java require 3rd party plugins, and can be a PITA for
various reasons. An animated GIF is probably the simplest and least
failure prone solution (but there are browsers and adblockers that
don't show animates images).
