The Zimmers archive note for this ROM tells that
it was used in in 1541-II models with belt driven
mechanic -- to my knowledge, 4 different mechanics
were used in combination with the 1541-II (Chinon,
JPN, Newtronics and another one).
Although I do own such a belt driven 1541-II I
cannot find a ROM with this IC number around here.
So, probably, this IC number relation is no strong
rule?

Yes, the release notes to the second ROM version
for the 1541C (1541B board) lists a lot of bugs
that were fixed for this later 1541C revision. And
these fixes must also be contained in the 1541-II
ROM with revision number -03.

Nothing that I would aware of. Maybe the Newtronics
mechanic needs a different handling or other timing
parameters that were destroyed by all the fixes for
the updated ROMs and therefore an older ROM version
was put into a 16kB ROM.
