I checked how my 8032 starts up.  The filament on the CRT takes a few
seconds to warm up.  In order to see the sequence of events, you must turn
the computer on and allow it to warm up.  You can then turn the computer
off and then back on right away.  You should see and hear the following:

 1) You should hear several beeps in quick succession.
 2) At the same time a horizontal line should appear in the center of the
    screen.
 3) The horizontal line should quickly expand to fill the screen with
    nonsense characters.
 4) The screen should then blank.
 5) And then the following should appear in the upper left:

    *** commodore basic 4.0 ***
 
     31742 bytes free

    ready.


The source of the problem depends exactly where the sequence stops.
