I don't think so. Rainer Buchty posted some initial VHDL code to
http://www.funet.fi/pub/cbm/documents/projects/memory/c64/rec.vhdl,
but nothing was announced since then.
I think it would be worth trying to link this code with an SDRAM controller.
I don't know VHDL myself, but if I remember correctly, I found some VHDL
code for an SDRAM controller somewhere. There exist 16 MB SDRAM memory chips
with 8 bits wide data bus. You could probably get them cheaply from a
newish DIMM (if you're not afraid of desoldering SMD components, that is).
