The user port is connected directly to the 6526.  The data sheet says it
will drive 2 TTL loads.  The electrical characteristics table says that it
will source 0.2 mA minimum and 1.0 mA typical at high level (> 2.4 V) and
sink at least 3.2 mA at low leval (< 0.4 V).
