I do think so.
The Genlock Device gets feeded with 2 Video-Sources and one Signal which
Video-Source should be selected.

As far as i know, with chroma keying, it is possible to mix the Sources, to get

a blending Effect. (Genlock=binary, chroma-keying selects a percentage which
Signal
goes stronger into the resulting Video).

There was a Genlock for the C64, produced by a german Company which also
made Pagefox (was it Scanntronic?).
