The center of each letter as I measure it is #f9ffff but there is a
blue border around each letter, that I measure as #83c6e3.  The effect
is it looks like a blue white but its really just nearly white except
for the border of each letter.

So, to really get it right you need to generate the border effect with
a nearly white center.
