Right. Woz managed to create a floppy disk interface cheaper than anyone else which was more tollerant than everyone else, which allowed them to use reject disk drive mechanisms. I'm not particularly an Apple fan, but they shipped a disk drive for the apple 2 before commodore had a working drive for the pet and it was cheaper to build. Having to be cycle accurate when accessing the disk was Apple's problem, as they provided the DOS. You end up hitting the same problems trying to write fast loaders on the 1541.
