You can probably shift a few things around, but to make it much better
the pla would need more than the top 4 address bits.

The c16 has a better layout with a small amount of io (+rom?) that can't
be banked out and then a large amount of rom that can be banked out.

You would probably want to start out with a new motherboard.

The p500 is already a different computer that uses vic2 and sid chips,
so for sure it's possible.
