My two idea would be:
1) - make it a 16 KB ROM area starting at $C000
    - move the I/O to $B000
   That would give us 8 KB of extra RAM for the BASIC
2) - just a 4 KB ROM that holds the basic I/O functions for loading a 
program
    - move the I/O to $E000
   That would give us 56 KB of RAM for an OS, BASIC or whatever program 
to be loaded from disk.
