there're quite a few 16 bit ROMs (as in 16 bit data bus) in dip-40 packages.
But I agree, not something that was particularly common in 1983.
My feeling is that VIC-42 IC is a particularly well done fake, MOS
never used something
else than the usual numbers on ICs.
