I wouldn't be highly surprised. Especially that they seem to get posted 
sporadically in various, relatively small batches[*]. I also acquired 
some. Presumably from the same seller. Didn't have time to check whether 
they can be programmed yet.


* - I imagine finding unused stock (NOS) of no longer produced devices 
is not something that happens every couple months. Looks more like 
harvesting them from old equipment, in which case I find it hard to 
believe that they aren't programmed.
