With AGA being started late and temporarily cancelled in a dick swinging 
contest, it's more likely time than money.

If there had been a coherent plan from the start then it would have been 
started sooner and wouldn't have been vulnerable to politics, but they 
spent too long chasing the AAA dream.

But in terms of my point, using a HD floppy drive and HD floppy disks in 
double density GCR is much cheaper than us spinning our own new chipset.
