Do we know if the rest of the I/O on a 2031 (lp) and a 1541 is the
same? Or is the disk controller, stepper motor driver and so on wired
up in a different way?

If they are the same then there are two possibilities:
1) use the 64er modified 1541 ROMs in a 2031.
2) reverse the 64er modification to apply the serial communication
stuff on 2031 roms. That would make it easier to debug the problem for
anyone fluent in the PC software but only has a 1541.

This could be applied also if the differences in hardware are minor,
like some pins switched but otherwise the same.
