Many of the PET option ROMs that I have seen do have some text in the printed 
character set ("PETSCII").  That will be visible in the ASCII view of a hex 
editor, just with uppercase and lowercase reversed.

I recently looked at a ROM called "PIC CHIP".  It had no apparent text when 
viewed in a hex editor.  However, it turned out to have a banner message 
stored as screen codes (values stored directly in screen RAM).
