Start with just replacing the capacitor while you have the regulator
removed. If you then still get strange readings then replace the diodes.

The 1N540x series are rated at 3A, so any diodes that can handle 3 amps
should be good.

If you get a few ohms or lower while measuring resistance on it, you
can be sure it's not broken.

P.S. make sure you use a good ground (the ground pin on the capacitor
or the regulator) when measuring voltages. Strange values could be a
result from mixing up chassis ground and signal ground. Not sure how
this machine does with chassis v.s. signal ground though.
