Initial testing was unsuccessful.  I have added some more comments to 
the github repo, so folks can hopefully help debug.

I pulled a working NMOS 6502 from a working VIC, and used that.
I installed in a working CBM-II machine, with the CPLD logic loaded.

No joy as yet.  I will try to hook up my logic analyzer to see what the 
startup code looks like.
