I can't tell either. My wild guess is that the guys got a bit overwhelmed with the success, while at the same time they completely lacked resources experienced in other than NTSC workflows. So the path of least resistance was to develop further the product for limited market, rather than making it all more difficult by entering uncharted territory. Lack of local testing sites might have played a role too. Just speculations.

I never analysed the Toaster though. Got one recently (the "4000" variant) as a trade for a rare "GURU ROM" but wasn't able to even test it so far.
