The user port is parallel, it's what people ended up hooking up to their 
1541 drives anyway.

No, because with commodore designing all the peripherals they can give 
them pass through and have addressing like IEC did. In the video 
interview with Robbert Russell from 2006, he said the modem would go in 
the IEC port.
