looks like HC4046 PLL, two divider chips and single gate oscillator
(from the picture, they don't publish a schematic), and they added
onboard xtal to avoid having to adapt the oscllator to the original
xtal on the C64 MB...
So, nothing really difficult or new, it's what anyone would start with
on a typical oscillator + PLL replacement for the 8701.
