Check your IBM maintenance manual. All floppy drives are configured as 
drive 1, There is a twist in the cable between drive A and B that reverses 
the connections for pins 10 thru 16.

1581 -motor on is on pin 16, which is the same on PC drives.  Both drive 
selects on the 1581 are NC.  That means the 1581 doesn't use drive select, 
but he PC drive does, so PC drive select 1 must be grounded.

As you see from my diagram, I have connected pin 12 to pin 13 on the 1581 
(Gnd)
