MOS chips are essentially ASICs - they cannot be "compiled".

Unless you are asking if you can reproduce MS chips in a FPGA, then the
answer is yes but of course you then compile a FPGA chip that imitates
the MOS chip. You will also need to do voltage level translation etc.
