People who know more in this field please correct me but what comes to my mind is like: think of it as of cross compiling, optimising and linking of your programs :-) for a digital circuit chip instead of a computer.

For the same reason they need/can be used for any other kind of digital circuitry. They improve economy and increase flexibility of digital electronic design already at moderate complexity. Both factors grow along with complexity of the design.

No. CPLDs with 5V logic are practically no longer produced. There are with 3.3V and 2.5V. And CPLD is nowhere close to synonym of 5V logic. It's just a kind of programmable logic circuit enclosed in an IC.
