Yes, the Spartan 6 I/O blocks support TMDS signalling. It can also be
done with the Spartan 3A (but not 3 or 3E).

Some people have successfully used a Cyclone II to output HDMI directly
from the FPGA pins - although it doesn't support "real" TMDS outputs,
the signal is usually acceptable when the cable is short enough.
