Basically yes, but HDMI also adds a preamble and guard band just before
the transition from blanking to active video which may confuse a pure
DVI receiver. On the other hand, an HDMI receiver is supposed to accept
a DVI signal, so it's no problem to just implement DVI and send that to
an HDMI input.
