If you are still interested in this, I am putting the finishing touches 
on a small 3 IC design I have working on the bench:

8MB FLASH
1MB SRAM
CPLD
It supports a bank register for each of 5 memory banks:

RAM1/2/3
BANK1
BANK2
BANK3
BANK5

Each bank can be in any 8kB spot of RAM or ROM, and either RAM, ROM, RO 
RAM, or nothing can appear in each VIC-20 memory bank. Obviously, 
someone needs to write a menu and programmer app...
