Well, the cartridge port and possibly joystick port won't line up with a 
C64C (or breadbox C64) case, but nothing a Dremel can't solve.

Otherwise yes, the power supply has the same pinout and voltages as all the 
C64 ones.

The keyboard mechanism electrically is interchangable with everything from 
the very first VIC-20 to the last C64G, the mounting mechanism and the type 
of key plungers used internally may differ, the latter only important if you 
need to repair it.

ISTR the VIC-20 CR shell has a little more narrow or if it is wider 
cartridge slot than the first VIC-20, so some cartridges may physically not 
fit as well, but of course the actual cartridge connector is the same. Also 
some peripherals like early VIC-1020 expansion boxes were specifically 
designed for the two-prong VIC-20 and won't fit as well without modification 
for a VIC-20 CR.
