It makes it complicated when your boss tells you to do something on Tuesday 
though. People who work night shifts use either the day they start or the 
day they finish to determine what day they are working. But if you make it 
universal then the days would have to change at 00:00, even if that was when 
you took your lunch hour.

Using local time fixes the problem for the majority of people and the 
minority come up with their own solutions.
