You could try the "petlp" utility from funet. It emulates an printer
and outputs postscript. You could print from VICE through petlp 
(on Unix), or try petlp on itself (never tried that).
Then use ps2pdf or pstogif (on Linux) to convert the file
to pdf or gif.

Don´t remember if VICE got a screen shot thing, but on Unix simply
use "xv" to capture aa window image.
