Actually both Vesalia and Sinchai ask ~6 Euro per shell. Whether they're 
teaming up on the price, or the manufacturer has about these costs is hard 
to tell. Not until you find a company willing to do a run, you will know. I 
know that homebrew publishers e.g. in the ColecoVision scene have cartridge 
shells been made for them, but I don't know their volumes or prices. The 
same goes for most cartridge based consoles, there are people getting 
various shells made but perhaps they don't bother too much about the price 
as the customer in the end is willing to pay premium for new releases.

If you're going to have shells been made, and have CAD resources, consider 
copying the design used by Handic/Datatronic for both C64 and CBM-II 
cartridges. I believe you've got at least one of those from me? They fit a 
bit differently into the cartridge port, may have issues with some expanders 
but have the added benefit of having room for a socket + EPROM chip inside 
the shell. At least they fit into my C64's, perhaps there are models with a 
smaller opening, it could be worth investigating.
