Yes. You should be able to get the same result by just replacing the 
16Kx4-DRAMs next to the VDC with 64Kx4 DRAMs. But that takes skill with 
a soldering iron while the PCB can be plugged in by anyone. Newer C128 
should already contain the 64Kx4 DRAMs on board.

The advertisement also speaks about new commands, so I assume that it 
also contains either a new KERNAL ROM or an EPROM for the free socket in 
the C128 or something loaded into RAM.
