The reason I asked was an idea I had: I have expanded a VIC-20 up to 56 KB of RAM. 24 KB are RAM-under-ROM, like the C64, from $A000 to $FFFF. I added a 6522, available at $9100. But so far I only needed 3 pins. I also had the idea of adding FlashRAM, a 29F010 that can hold eight _sets_ of ROMs. The first idea was using (dip)swithes or jumpers to select the wanted set. Then I got the idea to use the 6522 as well. Set #7 (= no jumpers/switches set) will contain a menu that gives you the change to choose  a set: original, JiffyDOS etc. And the jumpers/switches can still be used in case of a hurry.
But why should we stick to BASIC? Why not reserving 2, 3 or more sets for something complete different? 

I am building an ISA bus expansion for the C64 as well and decided to add this idea to this project as well.
