It seems to be doable:

  https://groups.google.com/forum/?fromgroups=#!topic/comp.sys.cbm/UO4NcRs-3Hg
  http://compgroups.net/comp.sys.cbm/replacing-pla-with-an-eprom-on-a-c64/23534

Note that the results were mixed: Some reported success, some reported
partial success (it works sometimes, but sometimes, it does not).

It seems an EPROM is not optimal for this, as there might be some
transition spikes which would make the computer perform wrong
operations.

Regards,
Spiro.
