Although untested, I seem to recall that e.g. AudioTAP can read directly 
from PC sound card input. It would output a TAP file, but the official 
distribution might only support C64 and VIC-20. Since both AudioTAP and 
WAV-PRG are open source, in my mind it would be a matter of changing some 
frequency constants to get it to work reliably with PET tapes, but then 
again I have never ventured there myself.
