Not all of them, no... Just this weekend I received a C64 with a 250425 
mainboard that didn't have any heatsink on the 6569R3. There is a metal 
upside down 'U' instead of a cage but no connection to the VIC at all. 
Still runs fine though.

And the 6569 eats about 40mA on +12V alone, that's 480mW. Didn't check 
what it needs on +5V yet though.
