Ok, pulled out my VIC20's from the closet.

Has yellow (I'm fairly sure of the color, but would need a 
screen-synchronized test to verify) dots:
  VIC20 Serno. WGC 27668 (board W-18 94HB) ceramic 6561E 1982
  Changing to plastic 6561E 1682 does not change the symptoms, 
unfortunately I don't have a socketed 6561-101 I could try.

Does not have the issue:
  VC20 Serno. WGA 23245 (board KU-14IT 94HB) ceramic 6561E 1982

Also do not have the dots:
  VIC20(cr) WGC 140812, plastic 6561-101 3683
  VIC20(cr) WGC 225814, plastic 6561-101 3883

Like I said, it is curious the dots are only seen on the border, 
although in VIC-I the border and background colors are in the same register.
