Only if you stick with drives that can't go beyond device 11 by default.  The CMD FD2000, for example, can be set by three DIP switches, giving it a range of 8-15.  The uIEC can do device numbers 8 to 30 (the device number is stored in the device's firmware memory or something).  CMD HD is similar (device number is stored on the hard disk).

Add one each of these last three to the usual drives and you have nine devices (four 15xx's at 8-11, one CMD HD at say 12, one CMD FD at say 13, one uIEC at 14, two printers at 4 and 5)

In theory, you could completely fill out all 25 IEC bus slots.
