I haven't actually checked any code at all, but what I remember from
"the past" is that DOS is probably doing something like a multi-level
cache of BAM track entries. And when it caches a single track entry in
TBAM, it sets the location where it is copied from to "safe values",
i.e. all sectors occupied, so that in the case of a mistake, it would be
impossible for sectors to get double-allocated.
