It seems to handle 8 to 16 bit translation, but it also seems to do more
than that.
I once asked Commodore support what it was. They said it was a decoder,
but would not explain further, saying it was "proprietary information".
"Proprietary information" usually means that the person you are talking to
does not know the answer.
