That reminds me of my Amiga 8520-CIA failure. Only the event counter
was broken. The event counter counts scanlines and is used by
the Workbench to "hide" screen updates. When the counter is broken
and you double-click, the workbench usually gets stuck.

There was a patch available that disabled this feature. Then you
could use the 6526-CIA also, because the only difference is the
TOD clock (BCD counter) vs. event counter (24-bit counter).
